Will Israel become a major gas exporter to Europe, or will the gas stay regional (Egypt, Jordan)?

Answer by: , founder of Strategic Intelligence Lab · Updated: · לגרסה בעברית

Short answer: For the coming decade, Israeli gas stays regional. All approved investment, including the Leviathan expansion (2.36 billion dollars, investment decision of 16 Jan 2026) and the agreement with Egypt for 130 BCM worth about 35 billion dollars, is directed at pipelines to Egypt and Jordan. Europe can only be an indirect destination, through Egypt's liquefaction plants, and only if Egypt returns to a gas surplus.

The longer view

The numbers explain the direction. Leviathan sold about 10.9 BCM in 2025, and the expansion will raise production capacity to about 21 BCM a year in the second half of 2029. The Ashdod to Ashkelon subsea line, completed in July 2026, already allows up to about 6.5 BCM a year to Egypt, and the second tranche (about 12 BCM a year) depends on the Nitzana pipeline and a transmission agreement with Israel Natural Gas Lines (INGL). Egypt itself imported 9.44 million tonnes of LNG between March 2025 and February 2026, meaning Israeli gas is replacing imports and not creating a surplus for liquefaction. The security-driven shutdown of offshore production on 28 Feb 2026, until its resumption on 4 Apr 2026, is a reminder that the regional pipeline network is a vulnerable asset.

In the seven-layer reading, this is a friction between the resources layer (slow: reserves of about 635 BCM) and the geopolitical layer (fast: facility security, Egyptian stability, LNG prices). The opportunity for the Israeli economy is not exports to Europe but the supply chain: engineering, pipelines, offshore maintenance, infrastructure security, and long-term supply contracts for local industry that benefits from a stable gas price.

This is a reading through the seven layers of The Blue Pumpkin, the method of Dr. Bella Barda-Bareket.

What to do tomorrow morning

If your company is a significant energy consumer, check whether your gas or electricity contract contains a supply interruption clause for security events, and what the backup is. If you are an energy services provider, map the Leviathan and INGL expansion tenders for 2027 to 2029.
