Israel or the Gulf: where will the Middle East's data centers be built, and what does it mean for Israeli companies?

Answer by: , founder of Strategic Intelligence Lab · Updated: · לגרסה בעברית

Short answer: In the Gulf. In November 2025 the US Commerce Department approved the UAE's G42 and Saudi Arabia's Humain to each buy up to 35,000 Nvidia Blackwell chips, and Stargate UAE in Abu Dhabi, a 1 gigawatt cluster inside a planned 5 gigawatt campus, is building its first 200 megawatts. For an Israeli company this means: the hardware will be there, and the layer above it can be yours.

The longer view

The US approval is conditioned on "stringent security and reporting requirements", and the UAE and Saudi Arabia are the only two countries outside the first tier approved for GB300 chips. Humain, a subsidiary of Saudi Arabia's PIF, has begun building sites of 100 megawatts each in Riyadh and Dammam, with a stated target of 6.6 gigawatts within a decade. And on the Israeli side? A Bank of America report from July 2026 ranks Israel first in the world in AI talent concentration (2.1% of LinkedIn members in Israel), but 19th of 30 in energy readiness and 22nd in the cost of building data centers.

In The Blue Pumpkin's seven-layer reading, this is a classic friction between the resources layer (cheap power, land, sovereign capital) and the technology layer (algorithms, cybersecurity, networking chips). The Gulf won the first; Israel leads the second. The business opportunity is not to compete with the data center but to sell to it: orchestration software, security, energy management, communications chips and industry-specific models. The risk: such sales depend on the security axis with Washington and on the state of relations with the Gulf, both of which move at medium speed and can change within a quarter.

This is a reading through the seven layers of The Blue Pumpkin, the method of Dr. Bella Barda-Bareket.

What to do tomorrow morning

Map which of your products run on third-party cloud infrastructure, and check through an American or European partner (not only directly) whether they can be deployed in a Stargate UAE or Humain environment.
